I am intending to do it. Unfortunately, 'real work' is getting in the way.

I will try again tonight. Our currently favoured approach is to initially
make only minor changes to TortoiseSVN.dll to allow it to optionally use
the new cache. Then people can switch between the two methods easily.

If I do manage to get a version in tonight, it will be fairly raw. For
example, it doesn't currently implement any of the overlay policy options.
