I think you might be right here.

But you're wrong here. If you don't set window parentage, then you can
have 'z' order problems. If you do set it, then you're starting to
influence the position of the dialog, and might or might not like what you get.

Really, you have to decide on a policy and implement it rigorously,
whatever it is.
