This may be a solution. At minimum, if we must always display an
overlay, I'd rather see the 'modified' icon when we are unsure than the
'unmodified' icon. At least you can then do a commit which will check
the proper states and report nothing changed, rather than not bothering
to check the commit/modified dialog because we incorrectly reports that
the folder had modifications.
