If not, the action would need ton be "Cancel" and start again without a
"Clear revisions" button.

What I really like so far is not having to type numbers from memory. As
the revisions grow the chance of error rises significantly.

Would the words "Select revisions to Merge" carry more meaning if they
were "Select revisions to Merge from"?

I agree with your sentiments about the words associated with the URL
option. I have to read and re-read those to be sure I comprehend their
meaning. Doesn't mean I can suggest better though, unfortuneatley.
