[TSVN] bug report: path to tortoiseplink.exe not set by default anymore

Tortoisesvn used to automatically use tortoiseplink.exe when specifying
an svn+ssh url.

I've just brought some new users on line and discovered a new problem.
It seems that tortoise is not specifying c:\program files\tortoisesvn
\bin\tortoiseplink.exe in the ssh client area of the network tab in the
setting dialog. Once it is manually specified tortoise works as
expected.

In about revision 1.0 this step was not necessary. I've updated my
internal documentation to take this new behaviour into account but I
think maybe it's not designed behaviour. Seems like the installer
should be able to easily set the path to tortoiseplink. Even assuming
the default might produce an intelligible error message in the case that
a user installed tortoisesnv in a non default location.

I just read through the changelog and didn't see anything explictly
turning this off. I searched the mailing list archive using haxx and
found lots of references to tortoiseplink - but none referring to this
problem.
