I can only imagine that this makes sense for manually including libraries.
If I need this, I normally set an svn:externals property, because others
need them as well.
This doesn't checkout into a working copy, but into a subdirectory of a
working copy. I think this "checking out into a wc" business is just a
workaround for lazy people who do not want to create an empty subdirectory
before checking out.
