Yes, you're quite right - I've just watched it do it

I can think of several ways you could do it, but they would be very
tedious. Of course, one could just implement some kind of About Box in the
shell extension itself, so that one could get to it from the context menu,
but I don't think that's really very useful, and I suspect that in some
circumstances one could get the context menu handler loaded from one
version of the DLL while the icon overlay handler is loaded from another.

Doesn't sound worth worrying about.
