Yes, the wrong way, I think.

There's a significant qualitative difference between *\CVS\* and *CVS*, and
just because one might be ill-advised doesn't mean that the other should be.

It seems to be me to be intuitive that if one says that a directory is
ignored, the contents of that directory are ignored as well.
