[TSVN] Weeks with 0 commits ignored in 'Min' statistic

Looking at the statistics for the last couple of weeks, over Christmas
we have 0 commits. These are now shown on the graph, but the minimum
statistic never shows 0, but the smallest number of commits.

Should 0 not be counted as the minimum number of commits the user has
done over the time frame?
