If we're going down that path, the checkbox to use separate URLs really needs to
be at the top of the dialog rather than near URL2. But I think the effort
isn't worth it - it'll be way confusing to users if labels/controls change that
much when a checkbox is checked. So....

Would it be possible to create two TSVN menu items instead of the single
'Merge...' we have now? One called 'Merge Revisions...' and one called 'Merge
URLs...' or something of the like?

If not, I thing you're existing proposal (screen shot #3) is pretty good and the
best we can do to help alleviate confusion is beef up the docs and the FAQ to
talk about both patterns and what to do in each case.
