Yes, and that's presumably why the 'Use From URL' box is defuaulted to
being checked.

I have so little understanding of merging that I can't offer any
suggestions here.

Well, I think that would be an improvement, but it is the words 'from' and
'to' which I think are the most confusing bit.

You could also try "All changes will be merged into the current working
copy (URL)" although it's no more clear, and might be less so.
