Just to get this straight, the directory starts with 200 files which are
all in Subversion. You then run something which generates another 200
files, which are unversioned.

Does this 1 minute delay only happen if the folder is open in the shell at
the time the parse is run?

The internal TSVN cache only lives for a small number of seconds, so if the
effect goes away after longer than that, it won't be cache-related.
