I've got it set to yes and that works. But the documentation states
that true is the default if it is missing (although from my quick test,
it appears that you are correct and the documentation is wrong for the
default case)

Not for me (install of 1.1.2). Tooltip says

'Set to "yes" if a tooltip shall be shown when no issue is entered in
the commit dialog'

Documentation (4.10) says

'Set this to true, if you want TortoiseSVN to warn you because of an
empty issuenumber textfield. Valid values are true/false. If not
defined, true is assumed'
