Now I have tried it and Subversion handles this in a different way than
described in the manual (don't know from which version on). Hence the
entry should be reworked.

1) Create a file test.txt
2) Commit (with selecting the file in the commit dialog)
3) Delete the file with TortoiseSVN > Delete
4) Create the file again
5) Commit

Now Subversion just commited the delete and kept the file (also with
local modifications). You can add it and commit another time.
