See the TortoiseSVN documentation, section 4.3.4 Referenced Projects.

In brief, you can define particular subdirectories to be checked out from
elsewhere in your repository or even from a completely different
repository.

One restriction is that commits at the top level won't commit changes in
the external projects (however it will warn you if there are files in those
projects which need to be committed).
