Already done. You could use a nightly build if you want.

Could be done. But usually the selected color is just the inverted
'normal' color, and that's what TMerge does. I guess I could make those
colors customizable...

That's not very good. Yes, usually TortoiseMerge knows (because TSVN can
tell it) which is the old and which is the new file. But in many cases
that's not possible. So it might be dangerous to color those.
