Much information is missing:
- what's in your apache config file (the section about Subversion)
- can you access the repository with your browser?
- what URL did you pass to TSVN/browser?
- what's the path of your repository on the server?
- what version (Subversion) is running on your server? What apache version?
- what version of TSVN are you using?
- BDB or FSFS repository?
- Server located on what OS (Windows, Linux, ...)?
