[TSVN] Bug: empty error dialog when SSH client not specified and using svn+ssh protocol

We see an empty error dialog when the "SSH client" field is left
empty (as it appears to be by default) on the Network tab of
the Settings and we are trying to use the "svn+ssh" protocol.

The dialog is the usual Windows error dialog box with the
red "X" and an OK button, but no text.

This occurs with release 1.1.0 and 1.1.1 on either Win98 or
WinXP Pro.

(I'm not subscribed to the list, but I don't need a reply
either, as this is a relatively minor bug and the obvious
workaround is: "make sure you've selected TortoisePlink.exe
as the SSH Client"....)
