You "installed TortoiseSVN by entering <url>"? How's that possible?

And yes, as I said: the URL you mention here doesn't point to the actual
repository but to the viewcvs part. That's clearly visible: the '?' in
the URL indicates the use of some web based app.
Try using the correct url, the one pointing to the repository, _not_ a
web based viewer of it. Yes, you can browse the repository with that
url, but only with a browser. To use TSVN or any other Subversion
client, you must use the URL to the repository.
