Hmm. I just tried to do this using profiling, but couldn't make it work
:-(

If you are not too worried about doing it the 'right' way, I can just
create a tsvn_servertop in english and german which contains only the
chapter heading (and german note), then XIncludes the sections from
tsvn_serversetup. Should I go ahead with that?
