Hi,

I'm sure this has nothing to do with TortoiseSVN. Your server configuration
is surely wrong. You do not even tell us which protocol you are using to
access the repository.

Did you try to do this:

With a web browser or with TortoiseSVN? Try with a Web browser. If that
doesnt show you a repository at revision 0, check you apache configuration.
Do you have mod_dav_svn installed at all?
