So I've fixed the wrong status fetch what was done in TSVN. But: you
won't notice anything different when looking at the file access in
FileMonitor. The reason: the svn bug. You need proove?
svn --version
svn, Version 1.1.1 (r11581)

'svn st -N f:\development\svn\tortoisesvn\src'
gives: (see attached zip file with the log)

Now, not only TSVN goes up one folder - Subversion does it too! At least
with absolute paths. With relative paths, e.g.
'svn st -N'
inside f:\development\svn\tortoisesvn\src
does what everyone expects.
