If you commit a deleted folder, then all files and folders below that
will be deleted automatically. Sure, TSVN could check that and not
allow unchecking of such items. Maybe I'll add some checks someday...

That's for convenience. If you check a folder, TSVN assumes that you
want to commit the folder with its children. That way you don't have
to check all items individually.
