Which can be different for each user, so a general project wide approach
will lead to[1]

That's the maximum TortoiseSVN should do, no more!! Don't let yourself be
pushed off that path!
[1] I assume that bugtraq:openissuelist will in 99% of the cases point to
http://my.bug.tracker/login-page...
