Yes, I think you're on to something here.

There is still *far* more activity with F5 than with the command line, but
at least the command line does exhibit the same basic problem of looking in
spurious directories, when it's passed the full path.

Dare we open a discussion on dev@subversion...? (I shall try and look in
their issue tracker first.)
