Wouldn't that be a little bit too much overhead? I mean using SOAP just
to receive a list of open issues? And AFAIK SOAP uses a different port
than Subversion. So you could end up in a situation where web/subversion
is allowed by the firewall, but SOAP is blocked.

You could do that in a pre-commit hook too. And that's what I really
would prefer.
