Yes.

TortoiseSVN doesn't have anything to do with SubClipse or Eclipse. SubClipse
is just another subversion client as are svn and TortoiseSVN. All these
clients manage the interaction of your WC and your repository.

This is handled by SubClipse. At least that's what I'd expect subclipse to
do.

As I said above. You are using (and you can use) as many subversion clients
at the same time as you want. It simply doesn't matter which one you use.
Just don't expect a client that is specialised for Windows Explorer
(TortoiseSVN) to behave like a client that is a specialised IDE plugin
(SubClipse).
