[TSVN] build.txt versus TortoiseVars.tmpl conflict

Hi,

I am trying to set up my system to be able to build TortoiseSVN, according
to the build.txt file (my thoughts are that I might contribute to the
project once I can build it). However, I have hit some problems, maybe you
can clarify:

- The tools.zip file: build.txt tells me to unzip it into the doc
directory. This gives me some conflicts, because files from tools.zip
already exist in the doc directory tree (like dblite.dtb, calstblx.dtd,
the files in the dockbook41 foder and so on).

- The environment variables in TortoiseVars.bat/.tmpl file indicate that
it TSVN expects the tools in a separate tools directory.

Who is right?

And what about the other utilities that are listed in the TortoiseVars.bat
files but not in build.txt, like NSIS installer, dot utilites and so on?
Are they all contained in the tools.zip file?
