No, that's a different issue, which is already fixed and will be
definitely in 1.1.1 - the svn_client_ls() command is way too slow and
makes apache use 100% CPU time for too long. Some people reported that a
simple 'svn ls' now last 6 minutes while it took only a few seconds with
earlier versions.
But the good news is that this is already fixed - just wait for 1.1.1 or
go back to 1.1.0RC3 (server).
