TSVN doesn't create files starting with "TortoiseProc.*" - only
"svnXXX.tmp" files in the temp folder. I really don't know where those
files come from. The only thing I can think of is if TSVN crashed and
you didn't send the crashreport.

/me wondering why people suddenly start worrying about files in a temp
folder - just delete them!
