I'm sorry. _I_ am not breaking the windows working copy.

Let me stop this discussion here. Because we won't get very far with
it. All that case sensitivity/insensitivity is handled by the
Subversion library, not TSVN. So if you really want to have this
changed, go to the Subversion mailing list to discuss that.
Oh, and before you do that, do a quick search of their issue tracker:
there are at least two issues in there dealing with such problems.
