I think you're mixing things up here a little. mod_dav and the
Subversion ra_* libs don't have anything to do with fetching the
status of a working copy (if the 'update' flag isn't set). That's
completely up to how the network share is done.

right-click on 'folder1' and select "add to ignore list" from the TSVN submenu.
Then you can check how TSVN set that property.
