Actually, maybe the fix is very simple. Don't include TSVN in the top level
of the file menu. It already appears in the "FolderName" submenu.

I also have 7-zip and Winzip installed, both of which integrate into
explorer. Neither of them appears in the top level of the file menu (above
"New >"), but they do appear in the submenu, where there does not seem to be
a problem.

Alternatively, disable the top level file menu integration for Win2K only,
if that can be done at run time.
