Looks like it's not anything to do with TSVN though.

Svn list http://...

Is also horribly slow.

The 'svn list' command just sits there waiting for a reponse.. I kinda
expected each file to appear every couple of seconds or something...
(Apache remains responsive throughout this time to other requests).

I've posted to the SVN group.

Yes, but that's not the point. I have the strong feeling that it doesn't
have the utf8 patch applied to speed up TSVN (which will be in
Subversioin 1.1.1 but couldn't be done in 1.1.0 because of too less
testing time).
