I think "Copy to" should do the same thing as "Create a tag from
revision" item in the Log Messages dialog.

I used the latter option this morning after noticing that it's not
possible to tag a specific revision from the repo-browser. I must admit
- I was expecting "Copy to" to bring up something that let me select
another part of the repo-tree, not a local directory structure. After
all, your browsing a repository so "Copy to" should copy to somewhere in
the repo if it's not called "export".
