I'm not 100% sure, but I'm afraid this is part of vs.net. I think you can
comment it out or work around it's use, but you will get .chm files where
the F1 help doesn't work. I think that's ok, if you just want to build /
check the docs.

By the way, I re-added the <index> to the TortoiseSVN docs

Does anyone have a good three-way xml diff tool? It would be good for
cross-checking the docs. German against english and so on... If you find
something, let me know.
