[TSVN] About Branch/Tag

OK,
it should work (i.e. not lead to inconsistency), but it's a pb of meaning of the intended operation.
I think that it is better to see a Branch/Tag operation as a copy of something that is already in
the repos (and so totally remote), while copy wc -> repos should be named something like "make WC snapshot".
