[TSVN] Trouble with merge

I am using one of the TortoiseSVN snapshots from Russell, compiled
from revision 1591. When I attempt to use the merge functionality, it
acts as if I had selected Dry Run even though I have not done so.

 Example:

Create repository, add a file foo.txt with contents 'test'.
Commit revision X.
Change foo.txt to have 'test2'.
Commit revision Y.
Merge Y:X to undo the change.
  It displays the process report dialog, but nothing gets changed.

If I downgrade to RC1, it works fine. Seems like a bug in revision
1552.
