"most people use ssh" is completely wrong. Most people use Apache with
SSL. The svnserve access is a complete nightmare to set up under
Windows. With mod_dav_svn you have a Subversion server running in one
hour, and you're done. No need to install additional programs and
setting them up for _every_ client.
