That's not a bug. It's by design.

Why would you expect that? Junctions make the filesystem not work like
normal, so it can't just work normally.

Subversion (and therefore TortoiseSVN too) doesn't support junctions
and hardlinks. Subversion 1.1.0 will support hardlinks, but only on
Linux, not Windows.
