That's a feature of the windows installer. It gives you the chance to
close apps that have the files in question in use so that (in most
cases) you wouldn't have to restart. But with TSVN, you _have_ to
restart, so those complaints about locked files are not necessary. But
AFAIK there's no way to suppress those complaints.
Just press "ignore" when the installer complains about locked files.
