Yes. The encryption is only available for W2K and later. That's because
the earlier versions (and Win98/Me too) are insecure anyway (quote from
MS!) - that's why the encryption API's are not available on those
systems (ok, they're available on those systems, but the docs say
otherwise - seems MS wants to prevent a false security feeling by
documenting those for those insecure systems).
