[TSVN] Tortoise release based on SVN 1.1.0 RC2

From: Vincent Thornley <vthornley_at_iee.org>

The 1.1.0 release candidates now allow histories, diffs etc to show through
name changes - which, for me, is an improvement on a major gripe I had with
Subversion. I am surprised that this appears to be a client-side rather than
server-side feature, hence although I have upgraded Subversion to 1.1 RC1 it
does not help when using Tortoise.

What is the Tortoise policy on building using the release candidates? Is it
going to wait until it becomes officially released in mid-September (or
later), or will there be two paths - a 1.0.x path and a 1.1.x path?

Basically this is a request for a build based on the latest release
candidate - any chance of this?
