I would suggest a drop-down box above the edit box, that list all recent
log messages (like TCVS's Comment History), and add the "Fill with
current changeset filenames" as the last option in this drop-down box
(after a seperator line of some sorts).

So this is good for various reasons:

1) TortoiseCVS's comment history feature really rocks, because i often
    use comments like "small fixes.", "changed indentation style" and
    so on. This would have been my next suggestion for TSVN anyway ;)

2) You don't need another button. And "fill with current changeset
    filenames" is reasonably clear about what it's supposed to do.
