I hope you're talking about version 1.0.8, not 1.0.7.

Depends on which web browser ;)

If you're still version 1.0.7, then you must update to 1.0.8. Or you can
make sure that the proxy settings in the IE are correct (IE will work
even if they're crap! But TSVN won't.)
Then, check your proxy settings.
