The msi file is ok. I don't even have to look at it ;)
Either you have a corrupted msi file due to download problems, or you
try to install the msi from a folder where the user SYSTEM doesn't have
execution rights. Just move the msi file to another location and try
again. If that doesn't help, then download it again.
