You don't need admin rights to use Subversion or TSVN. My guess is that
you use one of those stupid virus scanners which lock every new file
exclusively for scanning - if that happens, Subversion can't access its
own files anymore and you get such errors.

Oh, and try the "Cleanup" command before any further attempts to merge.
