[TSVN] Missing hint for disabled OK button in Enter Log Message dialog

Hello!

The Enter Log Message dialog really needs a hint on the minimum log
message length. I was just trying out the new TortoiseSVN version (my
last try being a year ago), and it took me almost half an hour to find
this setting.

I think there are different possibilities to fix this:

1) Don't disable the OK button, but issue a "Your log message should be
xx chars long!" warning when hitting OK.

2) Add a hint in the initially empty log message edit box ("Enter your
message here. It should be at least xx chars")

3) Set the default value to 0 chars. I think the default settings
shouldn't enforce a comment policy like this.

I would prefer a combination of 1 & 3.
