Got the same problems: Tortoise works fine on Windows 2000 but not with NT4
with upper mentioned symptoms.
Maybe this could be related with following problem/error:
When I try to start TortoiseProc.exe, following error occurs (german OS):

Der Prozedureinstiegspunkt "GetLongPathNameW" konnte in der Dynamic Link
Library "Kernel32.dll" nicht gefunden werden

Hoping that would help somebody somehow....
