No, I mean comparing my local working copy (under repository control) with
the 'real' web site.
(Making sure that nobody else have put up a change by FTP.)

Or, as a first step, importing a real web site I have created ('before SVN',
with FTP) into a new repository, and then create a working copy to have
under SVN control.

I'm not sure what you mean by "import a file structure from a web site".

But if you want to compare your local working copy with the repository
to check if someone else has made changes which you haven't updated yet
you can use the "Check for updates" command ('svn st -u -v').

If you just want a local copy of a repository without having a complete
working copy (just the files, without the .svn folders) then you can use
the "Export" command.
